Goa Spares Job-Seekers & NRIs from Corrupt AgentsMonday, May 07, 2007
Goans comprise a large percentage of Indians seeking employment overseas. In view of the tribulations faced by NRIs from Goa in their country of employment, the state government has stepped in with pro-active measures to safeguard their interests before they leave Indian shores. Eduardo Faleiro, NRI Commissioner, Goa is coordinating with the Ministry of Overseas Indian Affairs to bring to book unprincipled recruitment agencies operating in Goa. Suspicious dealings of these operatives have come under the scanner, and the NRI Commisssioner has called for cancellation of their licenses along with other penal measures. In order to pre-empt fraudulent dealings by unscrupulous agents, the NRI Commissioner's office has instituted the Overseas Employment Agency of Goa (OEAG), registered with the Protector General of Emigrants to serve employment seekers from Goa. The states of Bihar, Punjab and Gujarat have also initiated the process of setting up overseas employment agencies for their citizens to spare them from dishonest brokers and unscrupulous foreign employers. The Government of Goa is chalking out plans to assist emigrants and NRIs from the state in more ways than one. The employment agency is collaborating with foreign missions in India and Indian ambassadors deployed overseas to explore employment opportunities abroad. In addition, the agency has undertaken to provide a week-long training and acclimatization session for semi skilled workers seeking employment abroad to refresh their expertise in their chosen discipline. Personality training sessions and code of conduct on overseas assignments would be part of the training. The office of the Protector of Emigrants is bearing 50 to 60% of the expenses towards the training. Participants would be charged a nominal fee. Considering the demand for jobs in the Gulf countries, the agency is also contemplating a course in Arabic. Protective measures include a life insurance cover for NRI workers. The OEAG is currently on a job hunt only in government agencies in the Middle East, Europe and the US. The NRI Commissioner has ensured hassle-free emigration clearance for applicants, by enabling the regional passport office in Goa to issue the Emigration Check Required Suspension (ECRS) to those traveling on a visit visa. The Goa Passport Office is also empowered to grant the Emigration Check Not Required (ECNR) to six categories of employees.
